My thought:

I suspect this border occurs in lots of different weavings. I have a Khurossan Kurd flatweave that apes the Jaf Kurd diamond field design but that has this exact main border. In his book Kordi, Stanzer shows a very similar piece with this border opposite 204 (bottom) and another with this border design at the sides opposite 180. So there's probably nothing distinctively Shahsavan about this border (although I'm not sure you were suggesting that).
