Your title is, more or less, what advice do we give to someone of limited means who wants to be a rug collector? One obvious answer is to advise him to collect something else. Even inexpensive rugs are not terribly cheap, so I guess it depends on how limited the means actually are.
There is a group of rugs that are relatively inexpensive but still very collectible, and that's the NW Persian/Caucasian cargo bag panels. These are often only a fraction of the price of salt bag or khorjin faces of comparable quality, something I've never understood.
Some other advice: don't buy trash, even if it's cheap.
