We were sent this picture from a relative trying to ID it and I am stumped. At 1st glance I would say the Caucasus area to include Azerbaijan and the Shasavan tribe but the colors appear to be synthetic as the front shows a lot of fading. Also, the motifs are rather basic without much design quality as if you were looking at a hand drawn poster. The 2nd pic is the backside.

Hi Joe,
Based solely on motifs, I would suggest that this might be from the area of southern Daghestan and northern Azerbaijan formerly known as Lesghistan. The major motif is a variant of what is referred to as the Lesghi Star. An example of an antique pile rug is posted below; I chose it because of the banded border and the simplified version of the Lesghi Star that appears on the piece you have posted.
I agree with Steve on this one. In its original state it may have had some charm as a decorative rug, but those days are long gone. There are some pieces that are at the garage entry to the house for a reason. This one has the characteristics of a piece that has been soaked in salt water, washed without concern for the pH of the water, or artificially aged on Baku rooftop for a couple years.
